There is a girl in my class that I like and we always flirt with each other and I used to text her but she got in big trouble and lost her phone and everything else. Don't. That will make you a douchebag. Ask her to hang out, though and maybe she will decide she likes you better. Spend some time with her and don't liek put your arm around her shoulders or anything but touch her in any way you can. Always hug her goodbye and stuff.

simple, you have to show her your better than he is. find out things about her that only you know and be there for her whenever she needs you. when she starts to trust you thats when you start to make your move. tell her how you feel about her. if she feels the same way then she will dump him and go out with you, but when u tell her how u feel u have to be very serious about it and not joking at all or she will not be serious back. trust me this works, i have done it many times.
Don't just try to steal her away from her boyfriend, that's disrespectful to the other guy. If she really likes you then she'll get rid of the guy on her own. And you might want to see if she has a history of dumping current boyfriends for other guys. If she's done it to them, then she could just as easily do it to you.
